This important position is responsible for overseeing all financial operations within the Town and supervises other department employees. The Finance Director reports directly to the Town Manager. A bachelor’s degree in finance, accounting or a related field or equivalent work experience in government finance is required.

Policy for Support to Community Organizations

Purpose

The purpose of this policy is to establish a uniform procedure by which community organizations may request financial and in-kind participation from the Town of Chincoteague in support of projects, programs, and events which meet the eligibility requirements described below.

Limitations and Special Provisions

The Town Council has established certain fiscal limitations on the amount of taxpayer funds it can set aside for support to community projects and organizations. The aggregate amount is established by the Council during the annual budget process and may vary year to year to align with priorities, available revenues and liabilities.

 

The Town’s participation may be contingent upon the characteristics of the project or event and may also require that appropriate insurance coverage be provided by the applicant at the applicant’s cost.

Eligibility

Eligibility is restricted to applicants who are recognized community service organizations, organized and federally designated as non-profit corporations, or a government agency. Other applicants should apply through such an organization that will serve as their sponsor.

Award Criteria

All applications for municipal support will be reviewed and considered to the extent that the stated purpose for the request serves the Town’s citizens in relation to any or all of the following general criteria:

  • Promotion of commerce and industry.
  • Celebration of the Town’s culture or history.
  • Contributions to the education, growth or development of Town youth.
  • Observance of local, regional, or national historic dates or events.
  • Contribution to the general public good in areas of education, safety, health, welfare, or recreation.
  • Expected participation of a significant number of citizens who will benefit from the program, event, or activity.
  • Individuals who merit special consideration because of their accomplishments that bring recognition to the community.

Availability of Funds Process

All funding requests must be submitted on a “Community Support Application Form” which is available at the Town Office or from the Town’s website at Chincoteague-va.gov. Requests will normally be submitted to the Town Manager who will present all requests to the Budget and Personnel Committee for consideration and recommendation to the Council. All requests will be considered collectively at a regular Council meeting held during budget deliberations. Applicants will be notified of the meeting and should plan to attend to respond to any questions or clarifications which may arise during Council’s review. A percentage of budgeted funds may be reserved at Council’s discretion for future requests.

ADOPT-A-ROAD PROGRAM

                                                                                                                                                                                       

ADOPT-A-ROAD PROGRAM

The goal of the Adopt-A-Road Program is to encourage Chincoteague residents or organizations to conduct roadside cleanup of refuse and debris so that it doesn’t damage or clog storm drains or ditches.  Sponsors may adopt up to 2 roads during a sponsorship.  This Program is open to individuals, nonprofit organizations, or civic organizations, businesses, and government entities.

The Adopt-A-Road Program Sponsorship is for 3 years.  You will be contacted prior to the end of the 3-year term to either renew or resign.  A sign will be erected on your sponsored road during your sponsorship period and is intended to recognize the sponsor or group.  Your responsibilities are as follows:

  1. Collect refuse along the street of your sponsorship 3 to 4 times a year.
  2. Collection is done during daylight hours.
  3. Contact the Town Office for bags and/or safety vests.
  4. Contact the Town for collection of the bags.
  5. Contact the Town to report damage such as potholes, foliage overgrowth, animal carcasses, sidewalk damage, fallen or missing signs, or you need assistance.
  6. Please do NOT attempt to touch or try to remove materials that you suspect may be toxic or hazardous.

Indemnification:

All participants hereby release the Town of Chincoteague, Inc. and its agents and employees from any liability for damages or injuries resulting from their participation in the Program.  The individual, organization, business or entity that adopts-a-road agrees to indemnify and hold the Town of Chincoteague, Inc. harmless for any injuries, damages or claims arising from participation in the Program.

Notice:

The individual, organization, business or entity that joins the Program agrees to notify all his or her team participants of the following terms:

For safety, designate a Team Coordinator for your group.  Coordinators must be at least 21 years of age.  Individuals younger than 16 years of age require adult supervision.  Carpooling is encouraged to keep the number of vehicles to a minimum and be sure to park completely off the roadway.

Do not consume alcoholic beverages or drugs before or during your cleaning session and make sure to watch out for ticks, bees, and snakes.

Clean-up activities should be performed off the roadway, during daylight hours and in good weather conditions.  Avoid peak traffic times.  Avoid overexertion and drink plenty of water.  Members should face oncoming traffic and stay clear of the roadway at all times.  Maintain a complete first aid kit and have it available at all times.

Clean-up attire should consist of light-colored clothing and long sleeves, heavy gloves, and sturdy soled footwear.  Contact the Town office for a safety vest or trash bags.

EV CHARGING STATION INFORMATION

EV Charging Pilot Established in Three Local Towns

A&N Innovative Solutions, a subsidiary of A&N electric Cooperative, has established a public electric vehicle charger pilot program in three Eastern Shore towns.

Innovative Solutions is partnering with the cooperative’s power supplier Old Dominion Electric Cooperative to install two single-port, tandem pole-mounted chargers in Chincoteague, Onancock and Cape Charles. The units are level 2 electric vehicle chargers.

The pilot phase will help test the local market, gather data on charger use, load profiling, general operations and ongoing maintenance needs.

“A&N Innovative Solutions is excited to help support a local community need with this public EV charger initiative,” said Innovative Solutions spokesperson Jay Diem. “We’re looking forward to learning more about what the public EV charging landscape will look like through this pilot phase.”

The initial rate to charge at one of the units will be 45 cents per kWh with an additional $1.50 per hour parking fee.

The data collected from the pilot phase will help the cooperative determine accurate rates to include in future tariffs for commercial vehicle charging.

The EV chargers in the pilot have been mounted on a utility pole about 10 feet from ground level. To use the charger an EV driver will scan a QR code placed below the units, which would lower the charging port to allow for vehicle charging.

The level 2 chargers will allow a vehicle to charge between 18-28 miles of range per hour.

They have been strategically located in the three towns close to restaurants, shopping and other amenities.
